I still don’t think he’s the ninth doctor. Like eleven said, he’s a part of him not actually him. He’s a broken promise.

So basically he’s the Doctor but not the Doctor because he chose not to call himself the Doctor. Therefore he isn’t a Doctor.

Which means all the Doctor’s still have their respective numbers.
